Editor's Note: On February 9, the New York Times reported the existence of a memo allegedly from terrorist and al Qaeda affiliate Abu Mus'ab al-Zarqawi to al Qaeda leaders, in which Zarqawi asks for assistance in fomenting a "sectarian war" in Iraq. The memo, which was discovered in Baghdad on January 23, 2004, has been obtained by the Project for the New American Century. It can be read here.
