Editor's Note: On February 9, the New York Times reported the existence of a memo allegedly from terrorist and al Qaeda affiliate Abu Mus'ab al-Zarqawi to al Qaeda leaders, in which Zarqawi asks for assistance in fomenting a "sectarian war" in Iraq.
