Obama rarely misses a chance to emphasize his differences with George W. Bush. But many Latin American officials had hoped that Obama would continue and expand Bush's trade policies. After an uncertain start--and various unforced errors, such as canceling a trucking program with Mexico--the new president seems to be heading in that direction. Jaime Daremblum, who served as Costa Rica's ambassador to the United States from 1998 to 2004, is director of the Center for Latin American Studies at the Hudson Institute. |
