When you spend in the trillions and run deficits in the (many) billions, then you look for the millions where you can find them.
So, the president’s budget does some “revenue enhancement” by raising the fee hunters pay for the federal duck stamp they must purchase if they intend to go after migratory waterfowl. As Charlie Spiering at the Washington Examiner writes:
President Obama's budget released Tuesday would hike duck stamp fees by $140 million over the next decade … the proposal seeks to raise an additional $14 million a year from hunters. The White House Office of Management and Budget projected that this would raise $140 million from 2015 to 2024.
A trifling figure, of course. But when you are scratching around for every spare million, then, as the old country wisdom has it,
“You hunt where the ducks are.”
