Secretary of Health and Human Services Kathleen Sebelius did not expect it to be this tough, according to theHill's Justin Sink:

Health and Human Services (HHS) Secretary Kathleen Sebelius said Monday that she did not anticipate how complicated implementing the president's signature healthcare law would be.

And, as Paul Bedard writes, one of the bill's prime architects, Senator Jay Rockefeller is saying:

"...the Affordable Care Act is probably the most complex piece of legislation ever passed by the United States Congress. Tax reform obviously has been huge too, but up to this point it is just beyond comprehension."

Sebelius, Rockefeller, and the rest of the political class have staff to deal with the complex, contradictory, and inexplicable features of the ACA. The small business owner and most of the rest of us are on our own.
