What better way for an RNC chairman to spend time right before an election than plotting his own reelection?

Republican National Committee Chairman Michael Steele is taking steps to run for another two-year term and outlined his plan in a conference call last week to a handful of state GOP officials, three Republicans familiar with call tell CNN.

The upside for Republicans: when Steele is busy on the phone with state GOP officials talking about his own reelection campaign, he isn't giving more interviews to the press or giving more money to Guam.
