Vice President Joe Biden, who gave a foreign policy speech this morning that attacked Republican presidential candidate Mitt Romney, said, "I promise you, the president has a big stick. I promise you."

The audience laughed.

Biden is referring to President Teddy Roosevelt, who made famous the phrase, "Speak softly and carry a big stick; you will go far." The vice president is trying to liken Obama to Roosevelt.
