Gates on DADT: Best to Finish DOD Review Before Congress Votes on Repeal

An odd statement from Secretary Gates's spokesman Geoff Morrell: "Secretary Gates continues to believe that ideally the DOD review should be completed before there is any legislation to repeal the Don't Ask Don't Tell law. With Congress having indicated that is not possible, the Secretary can accept the language in the proposed amendment."

So Gates thinks it would be best to complete the review first, but Congress tells him that's "not possible."

Why is it "not possible" to finish the review first? Morrell may mean "not politically possible," but that too doesn't make sense. The review is supposed to conclude in December. Even if more DADT supporters are elected in November, the lame-duck Congress in December would have the exact same makeup that it does now.
