Also bear in mind that the average federal pay and benefits are double the private sector and that federal pay has gone through the roof. During the first 18 months of the recession, the number of federal employees making six-figure salaries jumped from 14 to 19 percent. In 2005, the Defense Department had just nine civilian employees making more than $170,000. When Obama took office, the number had risen to 214. The number is now 994. It's been obvious for some time that the number of federal employees being denied pay increases was low, but this is about as bad as anyone could have imagined.
