The Affordable Care Act is subject, as we learned again yesterday, to fluid interpretation by this administration.  If there are parts of its own law that it finds inconvenient, then it can simply delay implementation of them.  The irregularities of the system now include, as Jonathan Easley of The Hill reports, some down time for the web site where you can go to enroll, if you still haven’t and the requirement that you do so has not yet been waived.

HealthCare.gov will be out of service for two and a half days beginning onFeb. 15 — the last day people can sign up to obtain coverage that begins onMarch 1. The Centers for Medicaid and Medicare Services announced in a blog post on Monday that the ObamaCare website would be down so the Social Security Administration can conduct its annual systems maintenance activities.
