Barack Obama's approval rating is at its lowest ever, according to a new Washington Post-ABC News poll. Just 41 percent of American adults approve of his job as president, with 52 percent saying they disapprove. That's the worst rating Obama has received in a Post-ABC poll since he became president in 2009.

According to Real Clear Politics' poll average, Obama's approval averages at about 43 percent, with his disapproval at 52.6 percent.

In the Post-ABC poll, the president's approval was similarly low on a few specific issues, but on none was it worse than on the question of his handling of the situation in Ukraine. Just 34 percent say they approve of how Obama has handled the crisis there, with 46 percent disapproving. Obama also received low ratings on his handling of the economy and the implementation of Obamacare.

Obamacare still fares poorly in the poll, with 44 percent supporting "the federal law making changes to the health care system" (which is how the poll question was phrased), and 48 percent opposing. Within those statistics, just 24 percent say they strongly support the law, while 34 percent say they strongly oppose it. Among Americans who identify as political independents, 54 percent say they oppose the law. A majority (53 percent) said their quality of health care remains the same under the law, while a plurality (47 percent) said their own costs for health care are increasing, while a majority (58 percent) say the overall costs on health care for the country are increasing.

In addition, the survey asked registered voters which was more important: for Democrats to control Congress to support Obama's policies, or for Republicans to have control to put a check on those policies. A majority, 53 percent, said Republicans should have control, compared to 39 percent who said Democrats should.
