If any provision of this Act, or any application of such provision to any person or circumstance, is held to be unconstitutional, the remainder of this Act and the application of this Act to any other person or circumstance shall not be affected. Section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985 is amended to read as follows:
