The non-military measures taken against Russia for its actions in Crimea and against its threatened invasion of Ukraine has not, as yet, had any discernible military effect. Reuters reports that NATO’s Secretary General, Anders Fogh Rasmussen, "said on Tuesday he had seen no evidence that Russia is withdrawing its forces from the border with Ukraine."
Perhaps “regional powers” don’t respond to the usual incentives.
The Russians have said that they have “no plans” to invade Ukraine. One suspects, however, that they could put one together without much trouble.
