Well, that may depend upon how you define the word.  In the case of the Affordable Care Act, the definition will need to be rather expansive since, as Elise Viebeck of the Hill reports:

Health industry officials say ObamaCare-related premiums will double in some parts of the country, countering claims recently made by the administration.

The expected rate hikes will be announced in the coming months amid an intense election year, when control of the Senate is up for grabs. The sticker shock would likely bolster the GOP’s prospects in November and hamper ObamaCare insurance enrollment efforts in 2015.

Secretary Sebelius recently warned that rates would be going up.  She also said the rate of increase would not be as severe as it had been in the past.

One for two.  When it’s the administration, talking about Obamacare, that’s not bad.
