Vice President Joe Biden says that "God willing" the Obamacare website,, will be fixed. He made the remarks at the Port of Houston today.

Via the pool report:

After a noon tour of the Houston port, VP Biden spoke to port workers and community leaders while standing in a make-shift arena built of 20-foot cargo containers. A giant black crane soared overhead.

Biden talked about the “history of the journey of America” and the opportunities that come with giant new ships that can move cargo faster and cheaper than ever before.  Manufacturers will come to American cities that can accommodate those more efficient ships, he told the crowd.

“We have the most productive workers in the world … Our workers are three times as efficient … We have the cheapest energy in the world,” he said. But new businesses “will not stay if we don’t have 21st century infrastructure.”

The Houston port is the first stop on a two-day trip aimed at promoting federal investment in infrastructure improvements to ports, railways, roads and bridges.

Ports along the eastern seaboard and Gulf are upgrading to accept the larger shipments, and Department of Transportation officials say the rails and roads need to keep pace in order to convey the goods back and forth. Transportation Secretary Anthony Foxx is traveling with VPOTUS, along with members of Congress (see first pool report) and the Baltimore, Philadelphia and Atlanta mayors. Monday evening, they’re all scheduled to travel to Panama for a Tuesday tour of the expansion project going on there.

The canal expansion will usher in a new age of commerce, Biden told the Houston crowd, warning against a delay in upgrades.

“I just got back from Brazil,” he said. “You think they’re not investing in their ports? … The rest of the world is moving.”

After the stop at the port, Biden returned to Ellington Field. Before departure, he spoke with local volunteers working to help people sign up for health insurance under the Affordable Care Act.

“The truth is, we’re going to fix it,” he said of  “God willing,” he added later.

Pool left after the VP's opening remarks to the crowd. When he finishes, AF Two is destined for Panama.
