False Tip, or Real Debate Plan?

A savvy friend writes:

Not sure why the Romney campaign is either making this the centerpiece of their strategy or telegraphing it.

“Mitt Romney to 'fact check' Obama in debate,” Politico reports. “Mitt Romney plans to turn himself into a one-man truth squad during the first presidential debate next week, casting President Barack Obama as someone who can’t be trusted to stick to the facts or keep his promises.”

Seems like Romney's debate approach should instead be this: Here's what Obama's done, here are the results;  here's my approach, and here’s why it will work better. 

If instead Romney spends his time "fact checking" Obama statements, he could appear petty and will certainly not convey that he has a better way. 

Is this a false tip, or the real plan?
